IMO it is.
And yes, I totally missed the sealed fate functionality. Notice the emphasis on given by "on top of that player's library" in Sealed Fate so that detail isn't missed - like I did with the current wording.
I propose the following wording:
> Look at the top three cards of target player's library. You may exile a creature card among those cards. Put the rest back on top of that player's library in any order. You may cast that card for as long as it remains exiled, and you may spend mana as though it were mana of any color to cast that creature spell.
I took lots of wording advice for that revised wording from a bunch of cards such as Psychic Intrusion. I think the "exile creature card, put back on top" is separated into two sentences since the first one carries the "may" clause - like with Commune with Nature.
It wasn't intended to be "immediately". If it was, I wouldn't have been sure you would need to exile it. Is it ambiguous?
You seem to count the sealed-fate ability of the card as completely worthless. Is that accurate?
... but you have to cast it immediately or not at all? If that's the case, then this is very bad. Actually, compared to Praetor's Grasp this is horrible in any case. Well, okay grasp doesn't mana fix, but still.

This is a weird ability, but I like mashups that get simpler, and I can't help but wonder, when is it interesting? Certainly people play spells after blockers sometimes.

Hm. Yes. A sensible tweak on the Kraken's Eye cycle of lucky charms (Angel's Feather, Demon's Horn etc). It's... been done once or twice, but not in a way that fits into the lucky charms cycle slot: Kor Firewalker is mainly a colour-hoser, Sol'Kanar the Swamp King is a weird three-colour legend, and Apothecary Initiate was in a different cycle.
So yes, I could definitely see this cycle happening. I'm not sure if it'd come across as a bit of a colour pie bend, though. Blue cards are allowed to care about blue spells, but not normally meant to gain life (even though artifacts can). Maybe that's why Wizards haven't done this.
Abyssal Specter + Kraken’s Eye
Huh, Ice Age, and a spell from a set that's deliberately trying to be 4th edition. Nice.
Anyway, a powered down Hypnotic Specter (can't cast it turn-1 off a single Black Ritual, and 1 extra toughness doesn't stop it dying to Lightning Bolt) and blue life-gain artifact.
I could try "Even Alpha would have though twice about printing this" with "Whenever a player casts a
spell, target player discards a card"
But yeah, not fun.
Could put lifegain-on-spell on a creature? You know, that feels like a thing that should be done. The life-gain-spell-rocks were always quite well liked by new players, but never lasted long once people started needing to trim their decks. As a small-bonus on a creature? More likely to find deck-space I think.
Modern-style makes this only your creatures. I think we're done here.
