Possibly confusing to some players who don't understand how damage is applied when group blocking. But should be fine as a one off. [Thumbs up]
Initial sealed experiments are fun. At the moment, the density of common is a little bit skewed towards noncreatures so I need to tweak a few things to get the common creature count up a smidgen.
I had one pool that could have used Backup Supplies to awesome effect on Conclusive Evidence, Canterlot Banner, Licorice Lasso, two copies of Animated Fossil and a Salvaged Wreck in a blue-white-green artifacts deck, but I concluded the red-green ramp deck was better thanks to all the removal like Rainbow Laser, Dance-Off and 2xCaber Toss.
Meanwhile I tried another pool, which admits some variations of WUB Sacrifice (using 2x Piecake Eating, 2x Aven Operative, 3x Royal Detectives, Conclusive Evidence, Welcome to the Show, and Cupcake Fountain Expedition), but also has a rather terrifying-looking mainly-red-some-blue aggro deck: the blue provides 2x Telekinetic Arrester and a Contact Telepath, which are good with Electric Rainboom but also necessary as early/cheap Humans to enable the 2x Transformed Courser -- the pool's red early creatures include Hamster Roughrider, Eager Troublemaker and 2x Surly Hound, which are mostly not Humans!

But then you only get one extra turn until their next turn (since you don't prematurely end their regular turn) and need more resources to keep the combination going. Once you reach ten mana, you would certainly opt for that.
They only get to untap if you want to let them - you can just activate it in your main2 if you want to keep it up forever.

Doesn't cost mana to activate Sigiled Starfish and Merfolk Looter; one copy of each means you have The Time Twirler back in hand the turn after you activated it.
And that's just counting cases when you haven't a second copy already and space them out so you can cycle through the two of them in your top of library.
Though I'm just basing this on stuff that is commonly available. You can obviously decide to specifically avoid this kind of ability in your environment.
It's really hard to say whether the deck comes together reliably without testing. But this card IMO puts restraints on fast mana for blue and free looting.
It is not a bad thing for a format to have a combo that defines the speed and this totally has the weakness that it takes two turns to set up if you want to get it going before you have ten mana (or equivalent), so the card might just be okay to have around and kept in check by faster aggressive decks.
I just doubt that a deck that actually plays this will usually allow the opponent to get another turn after even a single activation of this - if Nexus of Fate can accomplish problematic status by shuffling itself into a random position of the deck, then this can do so by putting itself into a predetermined position of the deck.
Note: One thing I have underestimated so far for this card is that the opponent gets to untap during each cycle, so instant speed solutions are still an option to interrupt the combo.
And there is a set! 254 cards. 101 commons, 85 uncommons, 53 rares, 15 mythics. 38 in each monocolour, 34 gold cards, 23 artifacts, 7 lands.
Now I try mocking up a few sealed pools, try deckbuilding from them, and see what emerges.

I need to cut a green common creature. Either this, Fruit Advocate, Hostile Natives or Howler Troop.
I think it's this. The Hostile Natives are the only anti-flying in green at all (there's no reach, no Plummet, nothing else). The 3-slot is unpleasantly crowded across green at all rarities so I think the 5-drop Howlers should stay. Green in this set does quite a bit of card drawing, and in particular common also has Trash Hauler at common, so I think this can go.

A funky Song that pumps up your other funky Songs.
I wonder if I should add some cue like "Tempo --" at the start of the triggered ability here to make the reader notice it's not like all the other Songs.
deactivate. it's a pity, but there's too much blue. often this will just be an overcosted "counter target permanent spell", and Conduct Cognition is a more interesting overcosted counterspell
This is a lovely reference to the Investigate mechanic. I think the costs Fan gave this are spot on: it's fractionally more expensive than Courier's Capsule because it's colourless, but cheaper than Hedron Archive because it can't make mana. The costs are the same as Moriok Replica modulo colour; this won't charge you 2 life, but also can't attack or block.
What does this do in the set? Apart from the obvious use case of giving you a backup for your Equipment or Vending Machine or whatever if the opponent tries to destroy it, and granting pseudo-persist to your vehicles and Inscrutable Plushies.
