Mm. Yeah, natural choice. This one is marginally more useful in cases where you can't quite afford to kill the target but can use this in combat together with a creature of yours. That one is more useful on your own creatures as a 1-for-2 or to deal the last couple of points of damage to the opponent. Not much to choose between them.
Yeah. A one-turn Coastal Piracy as an instant is a very natural design but not one that's ever been printed. FanOfMostEverything is great at coming up with those, which is part of why I wanted to compile this set of his designs in the first place :)
Similar things exist, such as Driven // Despair and Warriors' Lesson, but this simplest version has never been printed. (Though Warriors' Lesson has the advantage of triggering heroic, which this set would quite like as well, for Photo’s Posse, Camera Drone and suchlike.)

Actually, it's not necessary. The Comp Rules have you covered.
> 805.10c Any rule, object, or effect that refers to an “attacking player” refers to one specific attacking player, not to all attacking players. If an ability of a blocking creature refers to an attacking player, or a spell or ability refers to both a blocking creature and an attacking player, then unless otherwise specified, the attacking player it’s referring to is the player who controls the attacking creature that blocking creature is blocking. If a spell or ability could apply to multiple blocking creatures, the appropriate attacking player is individually determined for each of those blocking creatures. If there are multiple attacking players that could be chosen, the controller of the spell or ability chooses one.
I think given most formats (even most multiplayer formats) don't have two simultaneous attacking players, it's simpler and less confusing overall to leave the wording saying just "attacking player".
It's weird that this card hasn't been made yet.
