Not sure how to balance this, or if it's even functional. Obviously demands a significant board-state AND a juicy hand AND lots of mana to make use of, so it seems fair. But is fair really what I want? Who would bother playing this over Genesis Wave?

Oh, that's a nice little soft counter. I like it.

Counter target spell an opponent controls. You can't cast spells during that player's next turn.
Obviously the drawback was much less harsh, and I don't know that I needed to go THIS harsh with the current drawback, but I was never satisfied with the wording or memory issues.

Yeah, this is a serious desperation move. And would be a banner card for a few decks - format defining even. (I'm playing green - better put this in, what the heck, it's splashable)
And I guess if this was the only counterspell available, it makes for a great game of "Do you counter this? It's huge! NO? Thanks. Yes? Well, now I get to untap my mana and cast the one I really wanted..." even more than the usual games of coutnerspell bluff.
But many players would just say "Huh? Skip my turn? No." Because it's not the only counterspell ever printed.

Funny. This probably won't see much play, and when it does, it will probably be in combo decks that plan on winning this turn and need to protect the combo. I know that if I was playing mono-blue, I'd automatically play 4x Deprive over this, since a land drop is part of having a turn. This equals -1 land drop, -1 card, -1 attack step, -1 untap. Rough. At least Meditate gave you something for skipping all that. This card only gives you a guarantee of a hard counter, as opposed to a soft counter that probably would have got there anyway. I know it's (really) unfair to compare this to Force of Will, but, yeah. With FtW you only lost -1 card, it's effective cost was
, and it still had an option to pay 

. That would make this card worse than FtW in 5 ways. I'm not saying that isn't right... because I honestly don't know. I do know that's rough.
