I think this is fine. Do note that it also interacts positively with the 2 power or less archetype too, if you play it with other black members of that archetype. :)
That is a good point... however, using toughness would be an odd balancing mechanism (and remove the ability of AoT effects to take out blockers)

I would do cmc before toughness although I could see an argument for not mentioning cmc if we want the same effect at common.
So this doesn't feel weird with the low power two or less matters archetype, could this care about toughness instead?

Really depends. It's hard to gauge the size of our creatures, but Twin Bolt or Forked Bolt would be pretty prime in a world of X/1s and X/2s, where a lot of our creatures are.
The set probably wants both of those types of effects. One single target and one spread at the least between common and uncommon.
Could this deal damage to the controller or target creature that player controls? Probably would be uncommon then, right?
I don't like that this seems almost tailor-made against the UB weakling deck (although admittedly that deck is probably by nature slightly less sensitive to act of treason effects).

I could see this being changed a bit, what are the goals and expectations of artifact removal in this set compared to a normal set and to something like Mirrodin?

, however its increased cost makes some combos hard.
Persuade the Meek or Act of Treason where the two leading contenders I believe.
