Well, mill is tough because it requires you to bury deep into it. If we are using this uncommon to support the low-power archetype, then it should have a more universally useful effect.
How do feel about "that player looses 1 life and you gain 1 life."? It's not a powerful effect but if you can hit with 2 thopters the turn you play this I think it will feel like a good turn.

Look at the top card of that player's library. You may put it into its owner's graveyard?
Mill three -> pay a life or you draw
fateseal is generally considered too unfun, especially if you might be doing it 2 or three times every turn until your opponent can draw something to stop you. We could Dakra Mystic but that still feels a bit more complicated than I would want.
I'm not against paying life for cards. It think your vision of this deck is better at blocking than what I was thinking.

Also, apparently Skulk didn't perform very well in SoI, so isn't likely to be evergreened.

Had three of these in a recent playtest, they are really really good and might need to be changed to a 2/4 or 5cmc
However they are very fun to play
