Cutting deathtouch and lifelink. 4 mana 3/3 to 3 mana 2/2. Still a beefy Blood Artist
All of these are pretty negotiable. I think I like this card exactly as it is, especially considering Aven Surveyor.
However, if we need to tweak it by all means.
Much like Cloudskate and Surveyor, never underestimate the power of options.
This doesn't give options, but it's still pretty sweet.
See, Doombringer, I think this card threads the needle between the effects you listed above.
Granting Menace at instant speed means nothing. So, its a sorcery. I think that speed is a big enough deal to give a slight up in power
The big difference between all of the evasive cards you listed and Threatening approach is that it is incredibly unlikely that your opponent will be able to block or by definition, they literally can't block those creatures with the evasive cards. Menace is weaker than either flying or unblockable in most situations in that there are things your opponent can do to block them. As such, I think the +1/+0 makes up in terms of power what the other tricks offer in terms of evasion.
I like this as a tweak on Triskelavus :) I do like the flavour; it's the same kind of thing I was going for with Carrier Zeppelin.
I certainly agree this wants significant toning down.
Given Mist Raven I guess it looks properly costed. I know I played Riftwing Cloudskate with no intention of ever suspending it, though, so if it needed to go down to 2/2 I daresay that'd be fine.
This should probably be a 1/1 right? as a turn 2 2/3 is far more powerful that a turn 2 2/2.
Distortion Strike.
The problem has more to do with how black has historically had very few commons instant/sorcery cards that grant evasion (especially compared to how often other color grant keywords) for us to refer to.
Black seems to be getting more +n/+0 effects recently, though (Touch of Moonglove, Boon of Erebos, Cruel Feeding, Unnatural Endurance...), so I think it ultimately could go either way. It's just hard to judge how good giving menace is.
Probably, I just worried a bit about how many blockers it can spit out after attacking.
I'd much rather push this and remove the cantrip effect. Unless we need it due to card flow in black.
Basically in limited your right this is filler. But any 1cmc cantrip can't be pushed due to constructed.
Nighthaze, Slip Through Space or Leap etc. None of them give a +1/+0 bonus. While cards like Defiant Strike Give the bonus but no keyword.

Comparing to Blood Artist, this is still insane. 2/2 with just the draining ability then?
Without it is seems real weak. Heck, I would be surprised to see this not be a 23rd card. I would argue to make it +2/+0 before removing it.
That said, I haven't playtested it yet, so it is hard to see its impact.
At mythic and at that cost, I think you can pay a single counter, or even outright generate the tokens.

I'm going to iterate a few different versions of this card as a massive aircraft carrier is a great rare top-down design.
I don't like charge counters at common, but I'm happy with them as a tool at higher rarities.
This card is super bonkers. I think the huge efficient lifelink body is pulling focus here.
