Is this that much better than Reave Soul that it deserves a bump down in power and a bump up in rarity?

Alex, this isn't really what white should be doing. Just because white has gotten cards like this before doesn't mean it should be getting them. I'm firmly in the camp that white's answers need to be addressing a 'crime' - dealing damage, attacking, and blocking are 'crimes', but I don't think just having a certain power is a 'crime'.

That's just me, though. It does seem that white is going to be able to punish 'big things' preemptively. Still, no matter what, I don't think white should be able to punish things for being small.

This looks like a white card to me. But searching, it seems black does this much more than white: Defeat, Swat, Reave Soul, Dimir Charm, Silumgar Assassin, Killing Glare, Complete Disregard. There is a little of it in white as well, but Last Breath is the only one that isn't restricted to attacking or blocking creatures. And there's also Warping Wail.

Defeat vs Reave Soul is particularly interesting, suggesting that Defeat is a little weak, so making it instant-speed is a fine way to make up for that.

Not sure why this is uncommon though.

I have moved nearly 150 cards from the card file into a Tesla card dump. These are cards that are using mechanics we are no longer interested in.

I have also updated the mechanics page accordingly.
