I really liked playing both with and against this card in playtesting.
This is a pretty cool version of werewolves. I haven't played in Innistrad proper, but in Cube werewolves are a fantastic way to prevent 5color control players from just sleeping through any of their early turns while messing about with taplands and holding up mana for instants. I am all for more of that assertive-gameplay action
This card grew surprisingly large against me - it was a 4/5! - but it never felt like it was completely out of hand. It was valuable both early-game and late-game. This is definitely the best law we have right now, gameplay-wise.
The +1/+1 counters worked well as a Law punishment, too.
This should probably be a 1/1 right? as a turn 2 2/3 is far more powerful that a turn 2 2/2.
1/2 --> 1/1
1/1 -> 0/1
This probably ends up having to be a 1/1 for but lets test the dangerous version first.
another option is to move this up in rarity and have it be a constructed card.

I think moving this up in rarity might be a good idea, since I've looked into precedence. Hada Freeblade and Champion of the Parish are both less reliable and higher in rarity.
You mean it wasn't an uncommon all along? Move it on up!
