Well, you can keyword it here, it's your set :)
Or just gains "r: +0/+1" - it's no longer than a keyword.
"Oppression of the Weak" or simply "Oppression" might work better.

That wording doesn't quite work - since the idea is that you can reveal something that is both and get both reductions - but your point of it being better as reduction than as cost is a good one.
Elvish Branchbender suggests:
"Enchanted permanent is an X/X creature in addition to its other types, where X is its CMC"

Nice thought. If only Firebreathing were really keyworded. I want to keep the reach->flying and 1strike->2strike because they're the only two pairs of strictly-superior keyword abilities. The third isn't really necessary.

Moved Ecriot Plans to merge with Grimoire of the Don at rare artifact, freeing up this blue uncommon slot. New instant-related design.
Such a massive body for the cost, until you realize how hard it would be to use them as a one-drop.

He's a very cool kitty though. Would changing the abilities he boosts make him more RG? Maybe something like 'power greater than 3 gives firebreathing'?
Did you realise that you had 16 lands in the set, and that eight of them involve red one way or another.
Is that really intentional? I thought green and white were the landiest colours.
In-set options to get him to actually work: Scimitar of Wastefulness, Nature's Aid, or best of all, Uniscape Bracers. Out of set, a pinger aura is probably best.

Yeah, this is the "block Wrath" which is usually 4WW. Your template suggestion has some merit - I'll consider that.
That loses the absolutely wonderful X+1+1+1 rythm though.
Still, compare it to primal clay - which gives a vanilla 3/3 for 4 or a bit of flexibility. Perhaps require all of the x to be red?

Catastrophe mana seems about right for this seriously flexible Wrath. Just don't get it anywhere near Mirrodin. Though the rules have support for this, it would be a definite first. The Turnabout Oracle template seems a bit more likely, particularly given that White doesn't currently have the ability to wipe out all planeswalkers.
Perhaps surprisingly, there don't seem to be any Shamans with a
ability, so you've dodged that one.
"Turn your average equipment into a Jitte!* [*Note: Jitte level of brokenness not guaranteed.]" That said, the effects are pretty out-of-colour for white; I should probably change this to do something different. White rare in this set is the right place for an Enchant Equipment, but this design isn't right.
