I guess putting it in the command zone wouldn't be much different than exiling it...
Not a fan of the anti-exile clause, though. If it's there for balance issues, it does a poor job of it, and doesn't seem to have any flavor connection. Why did you choose that drawback?
It's not actually that powerful. Zephyr Sprite didn't get any attention, and this has got the anti-Shenanigans clause. I like it.

. Most people wouldn't be happy to find this card in their pack unless it came with a coupon for free Skittles. It's not that the idea can't be fun, but most of the time this card will be a bad answer with timing issues, or a way to use two cards to destroy something. Maybe if it animated the enchantment/artifact in question until the end of the turn, but kept the changing part permanent? I don't know...

Yes. It should probably say "Enchant nonbasic permanent", if that wouldn't confuse too many people. Otherwise "Enchant permanent other than a basic land", or "Enchant permanent // ~ can't be attached to a basic land".
Should this have text to prevent it from targetting Basic Lands ? - otherwise it is way powerful
Instant win with Near-Death Experience.
This could also be an Enchant Player, but it doesn't work with Sowing Salt so I can't see much point. Either way works fine to turbo-charge Kodama's Reach and friends, as well as random other interactions such as Imperiosaur.
Compare with Argent Mutation. This is indefinite rather than UEOT, but I think it could still happily cost

Startlingly, this has never been printed. There have been lots of things similar but slightly more complex (Murderous Redcap is this and then a Sparkmage Apprentice; Ghitu Slinger is this following the standard "cost N and echo = cost N+1" conversion; Steamcore Weird and Thornscape Battlemage are similar, but more fiddly).
This : Shock Troops :: Sparkmage Apprentice : Mogg Fanatic.
The closest thing, actually, is Corrupt Eunuchs. As befits a Portal card, it's slightly weaker (can only hit creatures) than this expert-level version.
Anyway, it's a startlingly simple common to have never been printed, so take it and use it if you wish.
wouldn't you want it the other way round? Vigilance on your turn, reach on opponent's ? I understand how it is now & the joke with the name but ???.

In theory, a card similar to Tanglesap may be printed one day to make this creature more awesome. But I can't think of a card that comboes with this card right now. Ideally, that card would say something like:

Mostly, I'd like to have a copy of this card to be a goofball.

I'm assuming its abilities are meant to be basically useless?
Interesting effect. Really tricky to word, yeah. I think the restriction, along with ETBT, means the power level isn't too good.
