Yes, but even if you have two Goblin tokens on the BF, making one of them Legendary won't trip the legend rule.
Well, it would have more use in a set built around Legendary like Kamigawa. Otherwise I envision it's use in constructed, where it's actually fairly common to get more then one of a particular card ( or token ) onto the battlefield.
Feel free - I just wanted the mechanic to exist on a card. It's probably not the best fit for CHS anyway.

I really like this, and may well steal it for a set if you don't put it into yours :)
Not very effective in either case, because it's a triggered ability that targets; the land's controller can just tap it in response so the ability's countered on resolution. This might be a rare moment when it's sensible to use a non-targeted ability: "At the beginning of your upkeep, destroy an untapped land of your choice."
I think this works. If your opponent doesn't tap all his lands at the end of his turn, you can target one at the beginning of your upkeep. However, if he does, then you have to destroy one of your own lands.
Could do with either (a) being bigger, or (b) saccing itself if you don't destroy a land.

The overhead on this card is that the set needs to have 2 or 3 of these tokens in it already in order for this card not to do crazy things to the token distribution. I designed this card initially for Clockwork Wings, but that set doesn't have any tokens bigger than 1/1. But in Odyssey, say, it'd fit right in (once you changed Insect to Squirrel).
Designed as a mythic, which is why it's 5/5 for 6, making 15 power total. You could have it as a 4/4 for 5, making 10 power total. Any larger than 5/5 and the cost would need to go way up.

This doesn't do what you probably expect it to - a single legendary permanent has no effect; you need two or more with the same name to make them go boom.
704.5k If two or more legendary permanents with the same name are on the battlefield, all are put into their owners’ graveyards. This is called the “legend rule.” If only one of those permanents is legendary, this rule doesn’t apply.
