Should this have text to prevent it from targetting Basic Lands ? - otherwise it is way powerful

Yes. It should probably say "Enchant nonbasic permanent", if that wouldn't confuse too many people. Otherwise "Enchant permanent other than a basic land", or "Enchant permanent // ~ can't be attached to a basic land".

Enchant Non-Land? I look forward to someone using an Orrery and trying to put it on a sorcery, though :)

"Enchant nonland permanent" has been done before, yes, so that'd work.

Why isn't this just a sorcery with "Name a permanent card other than a basic land. Each player sacrifices each permanent with the chosen name."? The enchantment will immediately die.

Only if there are actually two permanents with the given name right them. Otherwise it's just Seal of Wait for the Second and Kill Them Both.
