Attempted to reword the effect.
This seems reasonable to me. Compared with Elvish Mystic, defender and colourless seems a reasonable tradeoff for hexproof (given how often turn 1 Birds/Elves get Shocked).
How much of a downgrade does Sylvan Caryatid need to cost
less?
Yes, the wording isn't great, and this probably wouldn't exist as a card, but I like to pop out ideas when I have them.
Not counting Annex? That sounds reasonable.

Technically, this can clone a land, so I call it even. Not sure why Clever Impersonator can't. Guess the card was already too imbalanced/good... Always having a land out was too much. Or maybe Wizards didn't want yet another Cloudpost?
Oh hi there, old version of Clever Impersonator. I had forgotten about you. I got the CMC cost right, though the real version is generally more powerful.
I could add a clause that refers to spells and abilities to make things extra clear.
Hm, I'm not sure about either of those, actually. This says "Turns and phases" - it doesn't mention "steps". The draw step and cleanup step can probably still be skipped. I mean, it's not like this is going to force you to have a declare blockers step and combat damage step when someone declares no attackers. (I think.)
Restart the game with Karn Liberated exiling this, and you actually get to take your first draw step!
If something triggers in the cleanup step, though, what happens? Is this supposed to prevent you from having an extra cleanup step?

I love the concept! Wouldn't be surprised if Wizards looked into this the next time they brought back cycling. (And they probably will bring it back--it's their most popular returning mechanic.)
"cloning either a creature or a planeswalker is much likely to be printed" - Or maybe Wizards will go one step beyond that and just print Clever Impersonator.
Reminds me also of the Azorius Cluestone cycle (and the related Jeskai Banner cycle).
Trostani's Summoner played in this space too. Turns out that even 10 power for 7 mana is plenty good enough (albeit at uncommon).
