Oh, whoops, right - I mistakenly thought you meant "ending phase", not "end step". Those two terms are rather easily confused.
Most of those things are handled in the cleanup step. This would make your Mimic Vat and Ball Lightning last another turn.
I wouldn't say it feels wrong, per se, just that the rules text wording doesn't do it justice. If there was some way of saying, "enter combat immediately after your draw step, then end the turn" it might feel better.
But still, I really like it. This dude comes down and is like, "Fight! Fight me! Fight me now!"
All in all, this comes together in a nice package, wrapped in flavor and sealed in win. My only issue is that 'Rushing' could be some other term or synonym to make him seem more aggressive.
Why doesn't this go the Stonehorn route and skip combat? That feels like a much more white ability (flavorwise) to me.
Also, what's the logic behind making him a 1/4 CC4 instead of, say, a 2/2 for WW? I need moar hate bears pls.

Skipping end steps is very dangerous. Well, okay, Staying Power is very dangerous. Skipping end steps probably isn't too bad because it doesn't make Silence or Mindslaver permanent. Would it make damage permanent? I believe Sundial of the Infinite does let damage wear off creatures.

Does skipping any phase make sense in green? Probably not.
By the way, this makes me desire a card that lets you skip all of your end steps.

This definitely feels wrong in red, but if I'm making a cycle I suppose this makes the most sense as a phase red would skip. I suppose it would make the most sense as a drawback and not as something red would inflict on others.

I began to ponder whether colors other than blue might cause phase skipping. White has done it before, of course, with Yosei and Stonehorn Dignitary.

The idea was that it would go in a Commander product, but you're probably right anyway.
I think this probably should use exile rather than the command zone. The command zone confuses people more than exile does (some players don't think the command zone exists outside of EDH).
