Also I think this spell will often be good enough. It's not "Holy day today, and Holy day tomorrow" - it's "I smash you now, and you can't even retaliate while I'm tapped out"
Similar "Time for a win" buttons (e.g. Dance of Shadows) are a bit more costly, and usually double-coloured-mana.
If it didn't have the "do not untap" bit then it could definitely be White. White does get that occasionally but usually then its only one creature at a time.

Perfect. But is it to annoying? Should I add something that states sacrificing doesn't trigger it? I probably should.
It's a 4/2 that the opponent doesn't dare kill, because doing so only helps you. It produces a weenie horde repeatedly - and cannot ever be killed. It strikes me as too annoying to be allowed to live; and yet I cannot ever kill it. I would hate to play against this card. Though I would laugh a lot if it was in a set that let me turn it into an untargetable snake.
How is this card, by the way?

Well, I can't help having a difference of opinion. I still think all players and uncommon at at minimum 4. At common, I'd probably cost this at 6. I know that's not what you want to hear, but that's what I think.
That said, how do you feel about moving Destruction Flux down to common, and bumping this card up to uncommon? You should probably have an artifact destroying spell in common anyway, and you can push the power level of common Shatters without batting an eye.
I need to keep this at common, at 2RR and dealing it to each creature instead of target player be a better fit?
It's like both halves of Final Revels combined, which could probably still be done on a 5 mana uncommon, yeah.
That's pretty easy to solve, though, by giving the bonus to all creatures. Though, at that rate, I'm assuming the card has got to be 5 mana plus to be close to fair, since it's comparable to Overrun.
This is also not even "2 to every creature", it's "2 to each opponent's creature". I can't actually find a one-sided Pyroclasm at less than rare (Massacre Wurm at mythic at 6, Elesh Norn at mythic at 7, or Alpha Brawl at rare at 8), though Whipflare could be one-sided in the right deck.
A one-sided Tremor is normally uncommon (Cower in Fear, Profit // Loss, Zealous Persecution, Festering March, Simoon); there was Suicidal Charge at common for 5 mana in gold. Then Electrickery broke all the rules.
Ill take a quick count of the toughness of the block in the common and uncommons and do a bit of bad head-math on it. give me a day or so;
It's more of a "Don't bother playing small creatures in this block, since there's a card that wipes the table" problem. Draft begins to center around whether your creatures can survive a global sweep, which is interesting, but redundant week after week.
I know I've read that Wizards employees were very sorry that they put Slice and Dice and Infest in uncommon in Onslaught. They had an entire environment where putting lots of little creatures of the same type into play was important, and was often unravelled by one of two uncommons.
That said, I'm a big supporter of testing boundaries. A Pyroclasm in common is interesting, but only if the majority of common creatures in the environment can survive it (and those creatures aren't important to the sake of the environment, like the infect creatures of Scars of Mirrodin). Otherwise it dominates, and isn't much fun.

Note that dealing 2 damage to everything is generally uncommon (Pyroclasm and its many variants, eg Whipflare), where 1 to everything is common (Tremor and its many variants, most recently Electrickery). I'd stick with +1/-1 if you want this to be common.

I considered just +1/-1, but I felt that was a little weak.
