The 0 is kinda... I dunno, boring. You could do something cool and make this 0 a Force Spike, and have it be the first Planeswalker ability activatable as an instant.
The ultimate is fine, too.
Maybe all in all I would reduce the cost of this one by 1 generic mana? I dunno, just doesn't seem powerful enough to have a cmc of 4.

+2: Target creature gains protection from everything until the end of the next turn. (yay for Progenitus!)
-2: Exile target creature. Its controller searches their library for a land card and puts it on the battlefield (yay for situationally better/worse Path to Exile!)

Anyway, just my two cents on how to make white Jace more enjoyable and more powerful for his cost.
It makes them too much of a bomb in draft though (as well as sealed, to a lesser extent). Knight Exemplar is especially ridiculous, since the indestructibility basically invalidates your opponent's entire field if they don't have a removal spell. It CAN do that in M11 too, of course, but it's much harder because there are far fewer Knights.
The +2 really is quite underwhelming compared to Ajani's +1, especially when you consider that this card doesn't really even build up to an ultimate. The +2 only makes it so you might get two more Birds, and that's if they don't do 2 or more to Jace, in which case all you've done is waste a turn handing everyone life.
Point is, this is a planeswalker that there really is no motivation to keep alive. You're mostly likely just going to cast him as Spectral Processsion for 2WW.

There's a reason Planeswalker abilities aren't instant-speed, by the way. It's called "the rules."

Just noticed this is here. Sleeping Spell already kind of fits this role. Also, I'd almost always rather spend the extra 1 for Repel the Darkness.

That's vastly better, though it's worth noting this is still like a pseudo-Electropotence at uncommon (even if it's one that can only dome).

-9 is still quite high. I wouldn't cast Wit's End for Suspend 3 - 2BB, and while this obviously isn't exactly the same, you still get my point.
