But that may be more indicative of a problem with Ajani’s Hunter than with this card.
There's a tension between the card's -X ability and the -9 ability. If your opponent dumps their hand, they'll have a lot of killable creatures. The ultimate exists as a way to force a player into the -X ability, as well as an option against decks that don't run creatures (notably control decks that keep full hands).
That ultimate is terrible and will pretty much never do any damage unless you're playing land destruction or a lot of bounce, neither of which is in black. You give the opponent three full turns to dump their expensive spells.
It needs playtesting: under the right circumstance, it's a massive reversal, and yet doesn't quite feel mythic for me. But I definitely do like the flavour.
I came up with this back when the M10 rules took combat damage off the stack. People complained that you couldn't use bounce to 1-for-1 creatures. Now blue has that trick again.
I believe the card doesn't work as well with those burn spells as you think. Each one would trigger Nexus twice, once for the player it damages, and once for the creature. You will still only get X damage for X mana. Do note that Static Discharge is akin to those cards you listed.
Also, I don't see this as being a very powerful card in limited due to the scarcity of burn. It's more of a johnny card for constructed.
You could probably come up with some combo that wins instantly in legacy formats. However the ultimate is sufficiently far away that I think that is a good thing.
Reduce the Forest count to 2, and give it Trample.

It's not as impactful right away when you're losing as Baneslayer. I will keep an eye on it when testing to see if it needs to cost more.

Do other people agree that the +2 is something you wouldn't want to use, or is it merely a dislike of control strategies manifesting?
I'd feel bad activating this card's +2. All it does for you is make the game take longer.
Free wrath every turn on a 4 power flying beatstick? I think you may have just topped Baneslayer.
Card was bogging games down a little too much. It was given one toughness so that there were more answers.

It is sufficiently different from Hellkite. The flavor is a dragon who defends his home territory.
