Make a sample white land removal - and damnit, this woudl be great as another city; white has too many of those already!
Reverse Damage. All the oldies and goodies are coming out of the woodwork today! So, here we go. A bit of work to get him activated, a window of opportunity and he doesn't normally absorb all that MUCH damage. But comboable I shold think.

I noticed I'd put in a white avatar; but no other colours.
And I figured a nice unusual bit of landsearch would work and provide a possible safety valve for the set (which has gotten a bit land explody recently)
And hey; it can even safely be cheap, since there won't be much land in graveyards early on - which then lead me to also making it a punishment card, for a nice bit of in-card tension.
I wish wizards had templated +X/+X as 'X might' or something; so I could just give this card "burned-land might"
I see the problem with making Tome Scour playable - this one almost works; except you're using it to pump up creatures etc. so it's not a wonderful synergy. And environments where milling is viable, have better stuff (like the ridiculous 'mill him for 14' god)

No; this was a deliberate reprint - as you saw with Llanowar Reborn they were natural "I have to yoink a card by that name into a set of this name" cards.
Unlike wizards, I have no fear of breaking changes while cleaning up a card :)

Tome Scour is fine to exist as a common, but normally unplayable. I'd love to see a format that makes it playable. Mental Note was playable because its limited format included Threshold.
Judging from his comment on Llanowar Reborn, I think this is Vitenka's version of a reprint. The hybrid is nonstandard templating but is actually functionally identical.
Changing from "deals 1 damage" during the effect to "Pay 1 life" during the cost, though, is a significant functional change that alters how the card behaves with regard to loads of things, from Purity to Darien, King of Kjeldor to Angel of Jubilation. Wizards created Mana Confluence rather than errata City of Brass to work that way.
Is this meant to have the same name as Llanowar Wastes, or is that an oversight?
It didn't auto-select because you can't add hybrid mana to your pool.

Yes; I swapped the rarity of wastes and reborn; to fit theme. Indeed; I'm tempted to suggest this should have 'super secret no collectors edition' numbering.

shift to conditional hexproof, rename plural to make clear it's not just a single elf that big.
Wizards have been recently moving to conditional hexproof. "~ has hexproof as long as it's attacking", "as long as it isn't attacking", "as long as it's tapped", etc.
3/2 is fine for an elf card; some are named in the plural, yes - Masked Admirers, Winnower Patrol - but others aren't - Bloodbraid Elf, Shaman of the Pack, Glissa Sunseeker, Rhys the Exiled... huh, it seems you get to be singular as a 3/2 elf if you're either gold or legendary. Who knew.
This one also breaks the cycle - it cares about land destruction; by saying "Nope, can't do it do me"
Broken cycles are bad. Even ones that sorta stylishly work with the whole theme I've got going on. So I ought to change this to instead do something when it is destroyed.
...tempted to go with jmg's comment and make this "When ~ is destroyed, you gain an emblem of 'forests are indestructible'" but that's too far in that direction.
Maybe just make it bounce a land from graveyard to hand when this is destroyed; it's pretty minor - but in-theme and moderately useful in set.
Protection from funny is a blue thing. (Was: Protection from Cats and Beasts.) This should also have, you know, power and toughness. Make sorta keldan-ape like instead.
It does have the tiny limitation that there needs to be a second creature in play; and hilarity if the only other creatures are yours and they unsummon theirs - but yeah.
Make instant - now you can viably use it on yourself just before your turn starts and at least cantrip it away.
