  Well, green needs a city; and the only slot for it is rare - which is fine. Green cities sound rare.

  What should it do? Maybe somewhere for creatures to go lick their wounds? Gain a +1/+1 token if injured? It's been done. This is a big splashy rare - so I'll go big. Creatures like having a place to live, I guess.

  I figured white has Disenchant which nicely covers most of the non-creature use of this; and white can blow up creatures that do something nasty - I guess counting 'make mana' as nasty is a bit out of the normal.

  Let's make us a grizzly-nomad slot. Considered making this regenerate; skeleton style. The name, for magic, also suggests really it ought to do something with artifact mana. Ah well.

  Well, it'll completely shut down any deck that doesn't either play blue; or have significant non-land sources of mana.

  That latter, I guess, won't be a problem for constructed.

  This card isnogood - white should get unconditional elf removal. Which means this should, instead, be an oblivion ring; but I just made one of those for lands!

  (Was "Destroy target artifact or elf")

  So instead, I need to find a thing most of my elves and artifacts do; and make this something that forbids that.
