There's a really good obvious mash there; which is nice and subtle - but really belongs at uncommon.
I had envisaged this as a colourless stone rain; but maybe a millstone is actually better as a way of dumping lands into graveyards.
Lantern of Insight suggests this isn't too expensive an effect to add to an artifact; even one that then lets you do something useful with the knowledge. Although, wow... am I about to suggest making millstone a common?

I think it'll be safer, and saner, to make it a cheap one-shot. It's still pretty darn good. And.. too complex for common.

. Not sure if that's a) an accident, b) deliberate "errata", or c) deliberate intended to go with some kind of "mono artifact" type line.
Tome Scour is fine to exist as a common, but normally unplayable. I'd love to see a format that makes it playable. Mental Note was playable because its limited format included Threshold.

I see the problem with making Tome Scour playable - this one almost works; except you're using it to pump up creatures etc. so it's not a wonderful synergy. And environments where milling is viable, have better stuff (like the ridiculous 'mill him for 14' god)
