Should this say "If you do"? Or is it intentional that you can target an Island with 6 mana and draw 4 cards? Casting Mind Spring on tap seems excessive.
Added flavor text. Also changed name to Brain Platter. I still don't like the name.
I'm fine with this having the ability to kill planeswalkers. I don't know if there are any cards that this would be exceedingly problematic for.
I also really hate this name and will change it later. I also hated Psychic Transplant.
Drop the life loss maybe?
Wow. Murder + Sign in Blood. Annihilate plus another card.
I have to say, the lifeloss does make this feel monoblack. "Draw 2 cards, lose 2 life" is such an iconic black mechanic, that adding it to Murder feels not blue at all. The name doesn't really sound blue either.
Giving trample on your opponent's turn is useless so there's that. IMO the flavor is lessened if the war cry is performed on opponent's turn (maybe even on their end step).
This needs to be "can't be countered by spells or abilities" as still needs to fizzle without legal targets.
If it was uncommon, you'd probably need it to be a sorcery, too.

I think the design seems fine. It's quite potent, but I might expect to see it at uncommon. I can see it has potential for a blowout, and might be rare for that reason, but it looks like a Khans of Tarkir style rare - the kind of disappointing "Why isn't this uncommon" kind of rare.

Trample btw is nice here since the damage already dealt to blockers this turn counts toward the damage "going over" to face.
I was envisioning more of a war cry, or even howl where the efreet is hyping themself for battle (the buff) and the shout is so loud that it hurts their enemies (the damage).
Reminds me of my Darigaaz's Command (which was a spin on Darigaaz's Charm). It's like a supersized Leeching Bite/Steal Strength, or indeed like Steal Strength+Consume Strength. (If an efreet steals your strength then consumes it, that makes the efreet roar? Um.)
Text should probably be "put the rest into your graveyard" rather than "discard the rest"
Hmmm. Comparable to Foresee. Better because the graveyard is a better place for cards than the bottom of library, but that's compensated by the black mana. Yes, this is that rare thing, a common sorcery-speed draw spell that's desirable, potentially even outside limited.
Wishpowered had the following reminder text: "As this enters the battlefield, you may exile a card from your hand until this creature dies. If you do, this enters the battlefield with a +1/+1 counter on it."
I wanted to be mean and restricted the return trigger to dying rather than leaving the battlefield.
With the (relatively) new "exile until" wording that could be worded concisely.

The reminder text is optional IMO.
I don't really see it translating well into a keyword though.
@Tahazzar: No flavor, I just needed a mechanic for the gruul pairing.
@Jack: I want for a creature to only be able to fury once, during its controller's turn. I'm not sure if I should restrict the fury to a certain phase and speed.
Deshub had Wishpowered in esper which gave a creature a +1/+1 counter at the cost of exiling a card from your hand. The exiled card would return to your hand when the creature died.
