It would be fun if this and Make Base were "Target permanent and all counters on it."
Two card cycle with Plaited Hoop. I don't really want to go with a 'color matters' theme, but there are now 5 cards in the uncommon slot that care about color, and these two feel like good bookends.
For those who are haven't seen the thread, I could use your help over at (((Green Power Uncommon))). We have a 3-way tie going on over there.
Hmm. The other colors had one or two stand out cards, but green seems to have a lot of options. Let's just pull aside the three cards that have two votes:

(Oh, and on the subject of Dwell on the Past, Alex is right, it doesn't have the criteria I laid out in Blue Power Uncommon. I'm willing to overlook that, though, since it's a flavorful fit, and has it's own kind of crisis. Since I don't want to make it look like I'm favoring Dwell on the Past here over the other two, I should point out that Windstorm is a good iconic choice... it could be reprinted in any set, but it's very apt here. Stampede hasn't seen play since Ice Age, and looks expensive, but surprise trample while your opponent is chump blocking can be critical. The flavor is spot on too.)
I like Deluge or Flood. (But I wouldn't complain about Exhaustion.)
Bramblecrush is relatively recent, but I like the card. Other than that, I like Creeping Mold and Stampede. A number of the others don't have the flavor that you're looking for.
I feel most nostalgic for Tangle out of all those mentioned, but that may be mainly because I started playing in Invasion. Tropical Storm seems a bit odd - making just one member of a "cycle" a colour hoser is a bit outré. I like Dwell on the Past in sets where it'll do something, but its flavour is a bit different to what you're describing over on (((Blue Power Uncommon))).
Windstorm and Back to Nature have the nice hit-everything feel that I was in favour of with Pyroclasm, so I say one of those two or Stampede.

Same as (((Blue Power Uncommon))). The choices here are Back to Nature, Windstorm, Bramblecrush, Creeping Mold, Triumph of Ferocity, Raking Canopy, Tropical Storm, Dwell on the Past, Stampede, Gale Force
At first, I thought there wouldn't be much to choose from. A lot of green non-creature cards like to play nice. Then all these flying hate cards joined the party and we were off to business.
Tangle and Spore Cloud would have been options, but that's what the spellbomb is currently set to, so someone needs to be really pumped to see one of these two come back for me to cut the spellbomb. I really wanted to put Winter Blast and Cyclone on the list above... but they both break the color pie too much. Oh well.
Oh, and I should remind people that (((Blue Power Uncommon))) could use either a yea for Exhaust or a dissenting opinion.
Two votes for Smallpox means this is a Smallpox. I am also an old man. I can never find another person who started playing the game with an Ice Age Starter.
Three votes means this slot is Pyroclasm's. I might make Shatterstorm a rare. I do like the idea of revisting the card and amping up the storm aspect... it would be quite the shock for the Mirrans to watch some tar rain gunk up all the mechanics, or something or other.
I like Pyroclasm, but a Shatterstorm would probably seem worse to natives of a metal world.
Volcanic Geyser's name sounds like natural disaster, but the fact that it's a targeted spell means that in-game it'll be more like "I'll send a Volcanic Geyser at that", which feels more, well, targeted. A Pyroclasm feels more like something that happens that's just bad luck, kinda at just the worst time.

Rupture just sounds like an awful thing to happen. My vote is for Pyroclasm.
Similar to (((Blue Power Uncommon))) and (Black) (((Power Uncommon Reprint))), I'm setting aside a pile of red uncommons to see if anyone has any preferences. Again, I'm looking for 'showing either the hardship of starting a colony, the threat of the natives, or disaster from unexpected weather.'
In red we have: Pyroclasm (It's a made up word, but its Greek Roots mean 'Breaking Fire'), Shatterstorm (focus on the 'storm' aspect), Volcanic Wind, Rupture, Lava Burst, Volcanic Geyser, Chain of Plasma and Sudden Impact.
Man, that's a few more than black was willing to offer. Though I think I'm going to preemptively pull Volcanic Fallout out of that list and put it in this paragraph, for drawing too much attention to itself. I don't think people would get the natural disaster angle... they'd probably just see it as a tier 1 card.
I may be showing my (lack of) age here, but I wasn't playing during Time Spiral. I didn't start until Rise of the Eldrazi.
Yeah, unfortunately, Infest and Hinder sound like something you do to someone. I don't know why I missed Incremental Blight's problem. That's not on the table anymore.

Pestilence is pretty good (and, now that I think about it, probably too mana intensive for my set). But I wonder, dude, did you think that Pyrohemia was too powerful in Timespiral?
Exhaustion is secretly very, very good. Not so good that I'm not willing to use it... but sometimes its a Sleep and a Mana Short in one card. Sometimes not, though.
