The recent playtesting showcased that the off color ability creatures where not pulling there weight. Thus I've now changed them to off-color invokers to allow the effects to be more powerful and give more ramp targets for canisters.
Each may still need tuning etc, so feel free to comment

Decrease the base cost and its probably fine. Or if you want it to be a rare, make it able to create a thopter or canister with a cheaper first ability.
At 3 cost I think Tapping Artifacts & Creatures is both cleaner and less narrow with the first ability
The Base stats seem a little too efficient. but otherwise I really like the card.
the name doesn't indicate grey goo. this card is good. grey goo however is a very scifi thing, and kaladesh is like slighttly higher steampunk. And clockwork is a part of steampunk. This fits in kaladesh fine and is a better card than the other, but grey goo would not. at least by my understanding of it.

I imagine the artwork as something like a small child in front of a long line to get through some sort of checkpoint, holding what is obviously just a toy or something. Because it tickles my funny bone.

Added the activated ability, because the static seemed like it would usually be weak.
Flavorfully, I imagine the first ability shows the authorization and registration processes that inventors might have to go through, while the second ability shows the state's ability to detain citizens or impound gadgets based on alleged problems with paperwork.

The flavor is weird in Kaladesh, by the way - it's better for Fiora - but we can totally just rename the card.

Circeus, white's weakness is its inability to easily draw cards ('except by doing really white things', apparently, but I disagree with that...) and the fact that all of its 'answers have answers', or are equal (notwithstanding cards like Declaration in Stone and Angelic Edict, which are breaks forced by development)
This is a card that answers a problem, but is -very- easily answerable in return. Every color can remove creatures from the board, even green now. While removing lands is unusual for white, it's certainly not outside of its wheelhouse, because it does not violate any of its weaknesses. That's the definition of a break. A thing that a color does not usually do, but does not violate any of its weaknesses is a bleed, and that's where this card falls.
I agree it's unusual and weird, but it's definitely doable. Whether we want to do it, though, is another question; it's totally a weird design for the sake of being weird.
"White can take care of any permanent"
I disagree. Land destruction in any fashion is not part of the current slice of white pie, even the infamous Oblivion Ring explicitly says nonland. THe closest we get is Faith's Fetters. Otherwise the rare "exile target permanent" line has only shown up on two mono-white rares that I know of (Archon of Justice and Mangara of Corondor).

given the density of nonbasic lands in the set I'd just give it may and hit only artifacts
