That's a hefty cost but it can get small. You need 4 artifacts to make it a Jayemdae Tome - hefty. Maybe too much so.

Decrease the base cost and its probably fine. Or if you want it to be a rare, make it able to create a thopter or canister with a cheaper first ability.
