This is just too weak at uncommon. City Sentinel at common was the same but didn't have trample.
Can we be more descriptive about what we don't like about it with thopter? Does this just need to cost more? I guess it is mechanically similar to Fugitive Freelancer. I just like the flavor of a security checkpoint a lot more than some rogue inventor with really high toughness.
I think that would make it too narrow unless we want to thopter making cards that only work in a thopter deck. We could make the reattach optional or remove it. Or leave it as is, I'm not convinced it is a bad thing, just strange.
You don't have to compare it too closely with Eldrazi Devastator because this is not an eldrazi set. Part of the goal of an eldrazi set is to give everyone a chance to play a big eldrazi. Our goals are different.
With the board stalls that Red/White weenies often get I think some sort of (((Trumpter Blast))) style effect in white or red would be super useful.

If this no longer makes a Thopter, it could instead scry or something.
This might become the white common Thopter creator, rather than Border Sentry. Border Sentry was very stall-y in some decks.

2/3 now, since it's a little worse to trigger without other, cooler, laws.

Uncommon now has the same three basic laws as common
Compare to Archon of Vengeance. We could probably merge the laws onto the body of that if that's what you really want. I'm biased, but I've seen so many of my cards go too soon.
The trigger should also be a may since you can be forced to kill your own "frozen" creatures.
It should... I just got a lot of flak for the token mechanic in blue like two weeks ago :/
This is the only surviving card with this law, and it plays a little oppressively, though not terrible. I think this would be a better law on a more powerful higher-rarity card, so we can reduce the number of laws at common to three. (Cast no spells, control three creatures, have more life than me.)
What if this cost less and had "Enchant Thopter" instead of creature?

I think it is strange that this will often move from a tapped thopter to an untapped one and that that move is usually downside.
