The current flavor is that he burns controversial books in order to replace them with consul's propaganda. But he transforms into someone who simply creates new books.

I really don't like this currently. It just changes too much between its front and back face. I'd prefer more of a straight-up upgrade rather than a sideways-and-upgrade.

No, they added a "no flippy-floppy" to prevent it from transforming multiple times, because of the Alpha. Edit: And Archangel Avacyn, of course. Too easy to abuse.
