Idk about the mana cost. Red and white have armageddons and we're still not sure what colourless's colour pie is.
You can add hybrid mana into your mana pool; see rule 106.8. (This is not used in official cards in this way, although the rules allow it.)

And as a 2/3, can't eat a 3 power creature. I could make the effect symmetrical for more 'balance' but I like it as a concept.
Most of the time stalls creatures with power 4 or greater. Rarely gives the opponent a benefit.

I don't like the broken symmetry. Most auras that go on lands have a triggered mana ability, so this would still work as "whenever an artifact or enchantment an opponent controls adds mana"
Oathbreaker is a format that allows sorceries from the command zone. I personally fear it might just enable more combos, but don't have first-hand experience with the format.
I think over time we will get commanders that'll allow all kinds of card times to be additional commanders. Instants and sorceries vs. artifacts is pretty reasonable.
If your not bound by thematic needs (like choosing a Background kinda is - it needed to fit the D&D theme), then I'd first consider restricting the signature spell to something legendary - which for instant/sorcery already comes with a restriction similar to what you write here explicitly.
You know, it should probably be done like Background, with Sorceries that have a specific subtype.
I love the flavor of Signature Spell, but I'm also worried that it could be degenerate.
