Um; no - it makes casting spells cost the person who casts them lands. Not the person you cast them at to lose lands.
Then at some point they decide they've have had enough; and stop casting to get their lands back. But only one player, the one who blinks first, gets their lands back.
The art surprised me too. I was thinking, y'know, Norse legend. But image search provided warrior kitties from a young-adult series. So kitties it became.
So the intended game play is to follow this up with a few cheap spell destroying an opponent's mana base so they cannot retaliate and are unable to cast a spell - removing Hawfrost at the end of their turn with the lands remaining exiled? LD doesn't fall into blue's repertoire.
That art also doesn't really add to the understanding of the card.

(I actually thought it would be interesting with storage lands - building them up more quickly but also making them go boom if they got too big; but those are storage counters; not charge counters. So unlimited rainbow mana from Vivid Creek etc. is all you get.)
Oh; and regarding the cost - it really needs to be cheap because it won't normally be able to go off for at least three turns after it hits the table.

(art) Sadly, Avernum doesn't actually have much usable art. Its creator has quite a well reasoned rant about how paying for good art would completely destroy his budget for food.
