It's possible that by enchanting enchantments or lands you'd get some interaction you normally don't (through artifact matters or destruction effects). Also, I'm not sure what loophole you're talking about.

Yeah I forgot about our converstion regarding artifact elementals and I agree to an extent but I would like to point out that there has been at least one Artifact Creature -- Elemental before in Rust Elemental.
But with Spellslingers and Components later artifacts aren't useless or at least they shouldn't be. I can see how the filtering could be very useful but it still doesn't feel like it's part of the Blue Splinter, it feels more
Brass City artificer than frontier eccentric inventor.
Does this need that "at end of turn" part at the end. It sets up a potential memory issue that could cause problems.
Maybe this should be enchant creature. It doesn't make very much sense to have it target either enchantments or other (non-creature) artifacts. Also, I can't remember if they closed that loophole with Planeswalkers and their counters (I seem to recall that they did) but if they didn't it might be broken with Planeswalkers activated abilities.
I think this should be reworded a bit. The way it's worded at the moment would mean that there would be two different tokens printed, one without Modular and one with modular. I think...
Would it be better to word it like this?

Kalonian Tusker is about as high on the curve as a common creature should get. I'm not sure we need to specifically design to that standard. Plus the fact this costs
means it's a lot easier to cast on turn 2 than tusker. It's one of those things that'll change depending how the format looks.

The problem was that it didn't make sense to have artifact elementals, and all colorless hybrid cards are artifacts.
I don't think we could agree less on this card, because I totally love it. It filters your draws, it can make useless artifacts relevant later in the game, and it helps put lands in graveyards for that deck. Actually having played with the card, I really enjoy it.
This looks so bad sitting next to Kalonian Tusker. Maybe we should change to something like this...

Looking at these red looters now maybe we should just go with Discard then Draw instead of traditional Looting.
Considering how brutal this is with modular maybe we should have this be a sorcery instead of an instant.
If this elemental is made out of mana steam shouldn't it be

This card doesn't feel quite right on a number of levels. First it tells you to just mill your artifacts instead of discarding them or playing them, which goes against our Spellslingers, Modular and Componets. Second, the blue splinter group is suppose to be eccentric inventors ala Dr. Brown from Back to the future so the name doesn't really fit, the name feels more like a student in Brass City than a wild-eyed inventor. Finally, the card isn't good in the least. I know Maro says that you need bad cards for the good ones to shine but this is a little too weak for my taste. Could we replace it with something like this...

The wording is a little weird on this. Maybe we should change it to just draw a card if it's Steampowered and just drop the looting on non-Steampowered.
You lowered its stats but forgot to add flying. ;)
I can see the art for this now, and it gives me shivers.
