I think this should be reworded a bit. The way it's worded at the moment would mean that there would be two different tokens printed, one without Modular and one with modular. I think...
Would it be better to word it like this?

In that case, shouldn't it just make 0/0 tokens with modular 1 or 2? (perhaps at a higher cost.
0/0 with Modular 1 would probalby work. Or maybe we could just drop the Steampowered part and have it be...

It would certainly be a simpler card, I'm ok with that change.
(BTW, the linebreaks in your example cards weren't working because Markdown/Multiverse absorbs single linebreaks. You can split lines in example cards by adding

I'm fine with him not having Steam Powered. It seems much simpler.

Maybe this should make nonartifact goat tokens instead, since then you couldn't just stack them all on one goat.
why would nonartifact goats have modular?
