As you can see from Peasant Agitator, there are cards in the set that care about citizens and that can boost them. Given the lower power level intended for this block I think this card is right. But you are correct, Inferior to Nip Gwyllion.
I think it is balanced, especially taking tribal into account. There are many more things that boost soldiers than there are that boost angels. I have put a fair bit of work into trying to get the rarities right so thanks.

In another setting maybe that would be right. Remember in the first set of the block, the power level is deliberately a little low to represent how hard it is to marshall enough mana to cast a spell effectively. maybe I can represent that with an alternate casting cost that makes it weaker. ?
or make it & controller only need to pay 2 ???
