You need to spell out the ability a bit more. What's meant to happen to the other creature?
I think suitable rules text might be ": Remove target blocking or blocked creature from combat. Put ~ from your hand onto the battlefield blocking or blocked by all creatures that were blocking or blocked by that creature."
You don't need "as long as ~ is on the battlefield", because that's implicit in all static abilities; it could just read "Drones you control have flying."
I assume this is a deliberate reference to Frightshroud Courier, Ghosthelm Courier, etc? It's precisely like that cycle, except that this gives +1/+1 where they give +2/+2, and they were 2/1s where this is a 1/1. Even if you're aiming to keep the power level down, I think you only need one or the other penalty.
I'm intrigued by what the world of this set must be like to have the affiliation between green and blue. I'm looking forward to when you add a details page explaining a little of the background :)

This used to be Enfeeblement, and this version's strictly better, but it's not like that's a problem; Enfeeblement was never exactly a powerhouse.
Reprint of Deathgreeter, but probably fits quite well in the new flavour.

Costs can't include "target", so the activation cost here should be "Exile a creature card from any graveyard".

"Degenerate" as in useless? I can't imagine why someone would ever play these, except perhaps with Mishra, Artificer Prodigy.
Might read more straightforwardly as "~ has first strike and deathtouch as long as all permanents you control are black or colourless".
