Yes the reference was deliberate, nice catch :) Yes it is worse than Raise the Alarm; but remember, this is meant to show unwilling recruits with no training whatsoever. It will also work into the 'citizens in revolt' theme that will be developed.

I like the sound of an emerging "citizens in revolt" theme. But nonetheless, perhaps consider making this card produce three 0/1 tokens, just so it's not strictly inferior. (Or alternatively it could cost just {w}, but that pushes it to a different slot.)

0/1 Soldiers don't seem very effective. I understand how that's the flavor, I just find it amusing.

That is indeed the flavour and the point - they are conscripted straight out of the fields with little to no training, hence they are not very effective. Equipment, lords, pump magic etc can make them effective though.
