As you can see from Peasant Agitator, there are cards in the set that care about citizens and that can boost them. Given the lower power level intended for this block I think this card is right. But you are correct, Inferior to Nip Gwyllion.

Cards that are useless (okay, it can block) on their own probably deserve to be uncommon. I haven't counted, but if there are enough power boosters, I guess common could be okay.

There are several including another white common that gioves all citizens +1/+0 Peasant Agitator.

Justified then. :)
