Uncommon is the right rarity for this. The comparison with Seasoned Marshal shows you're getting +1/+1 and flying for 1 mana, but that's probably okay.

I think it is balanced, especially taking tribal into account. There are many more things that boost soldiers than there are that boost angels. I have put a fair bit of work into trying to get the rarities right so thanks.

I've seen this card as a 4/4 for the same cost, and it was really powerful in Limited. As it is, it's still cool. And since it probably it isn't Constructed worthy, it should be exactly like this.
