I rather like this. It may be a shade undercosted ( {2} {w} seems usual for a vanilla 2/3, and this has a decent ability), but only playtesting would show that.

That is why I wbnr with {1} {w} {w} rather than the normal {2} {w} . Am thinking of moving it up to Uncommon and having them both flicker ????

I thought the power level on this was fine, but repeatable flickering should probably be uncommon, yes.
