The fact that you can store the charge counters to burn a creature later makes this feel somewhat red.

I also feel this would parse better as two activated (nonmana) abilities:
- , : The next time target creature you control deals combat damage to an opponent, put that many charge counters on The Green Chapel if there are none on it. Activate only as a sorcery.
