Heh. So my entire deck consists of ramp, tutors and Reset, with no way to win, or even stop my opponent. When the game does Reset, I need to win before my opponent ramps, tutors, then Resets. Wait. That doesn't make any sense...
It probably should cost about 10, however. 8 isn't hard to get to if that's the whole goal of the deck. I'm guessing that I'd have about a 65% chance of getting to 8 mana by turn 4 in many environments.
Only plausible now that manaburn is gone, I guess. Even then though, the game's going to be pretty un-fun after the reset.
Your opponent would always do: "My turn? Nothing to untap, no upkeep, draw, end turn, discard. your turn" Unless they wanted to get to 8 to cast this on someone else...
So you're relying on having a larger deck (fun 60 null turns to look forward to), or the opponent having a lose condition in theirs.
ROFL! Oh my, that's amazing. Misere magic! And probably fair, for that cost (although wizards might well be safe and make it cost 10 just in case) :)
Unfortunate for the player playing pacts, or burn spells, or life-paying cards, but it'll almost certainly be funny whatever happens :)
Weakened version of proliferate, I didn't feel a need to make a new keyword.
