I do like the idea of version of Chaos Warp that returns to hand instead of shuffling it into the library. It would have to be opponent only, of course, to prevent some possible shenanigans.
Orcish Conscripts provides suggested wording:

Mmm... I do like the idea of red bounce, but at the moment it's still pretty clearly alternate-universe. I note that Planar Chaos was careful to include at least three cards in each of its major colour bleeds (white countering, blue vigilance, black tapping, red bounce, green haste and flying, etc) - so Stingscourger was joined by Aether Membrane and Dead // Gone. I wonder if we should do the same if we want to extend red's pie back into this area. (They don't all have to be at common of course.)
We had a discussion about Raging Goblin on a card of mine, and Jack (IIRC) pointed out that Skitter of Lizards gives us official precedent to obsolete it.

If you're concerned about that level of templating, then I'll tweak it to how I think it'd actually be written (cf Flowstone Flood, Raven Guild Initiate).

I agree this is very random and odd in its current form; so much so that I think the appropriate action might not be advancing rarity so much as changing completely (or removing from the slot).
I moved Department of Agriculture into the uncommon slots. After playing with one of each random fortifiations in the common set, that was the hardest one to justify when my 'opponent' asked about it. In the abstract, it makes sense as a common. But, you know, not tied to a cycle, not being in a set that cares about the graveyard and not even really being a black card, it didn't seem to belong with the rest of the commons.
Moved this guy up to the Uncommon slot. See Deepmine Trenches.
This is a close one. I'll handle incoming design submissions, assuming my fingers aren't all over them. For example, that pile of red common submissions I made. That's your mess. ;)

OK, it sounds like the current mana fixing is plausible, so lets assume that we have some rare duals, but be prepared to move them if we decide we want more fixing. It would also be possible to use these on a cycle of uncommon lands that do something other than producing mana.
I took the template from the borderposts. A wizards article said they chose "1 and land" rather than "untapped land" because it was harder to understand at first, but a lot easier to play with because you didn't have to work out the order you wanted to tap everything in advance. I don't know if that's still the official guideline, but it seemed the right default.
In a very limited test of red, this didn't seem to be a problem. At least, not yet. I saw red sometimes attack with all its creatures, and sometimes not. I saw the other team not counter-attack because it had to block, and sometimes race. That's kind of what a normal Magic game is like when you're playing an aggressive color anyhow. If you're winning with a B/R bloodthirst deck, you don't give quarter, you just swing and deal.
Again, though, that was just my opinion on playing maybe 5 or 6 games, and not with playing mono-red.
Maybe just give red some more ways to cope with "Oh crap, my everything is tapped and now my opponent is swinging back in"
Stuff that gets boosted if you took damage last turn? Flash creatures (on the blocking side this time)?
Oh, and one more suggestion: A good card to bluff around. I suggest reprinting Trumpet Blast. That should allow you to make occasional all-in attacks, even when you have nothing but land in your hand.
