Yes, this seems fine. Exciting while not pie-breaking any more. (Monoblue is allowed to get black effects if they play hybrid blue-black creatures first, as Helm of the Ghastlord shows us.)
That works for me. Other colour decks can use it a bit, but still have to find some way to splash a black creature into play for a while. I'm still happy to us this as a flatcast; (assuming
roughly equals 
) the option to use it while tapped out is shiny shiny.
I like that restriction. If this ability goes on other colors (which may be less justifiable), it require the creatures to match a color, right?

Heck; just as a
terror+ I'd use it. The hunger is just shiny shiny good.
I note that this probably needs an "If you control a Swamp" rider like Horobi's Whisper, as it's a Death Bomb that any colour can play otherwise.

Scrolls would have a new frame, a hybrid between a normal frame and a checklist. The art would be slightly shorter, with the four-card checklist below the typeline. Scrolls would always search for the cards they named, but would have varying effects upon finding them. The four cards listed here are just the first four that popped into my head.
