If a Sliver managed to exile something with another ability... would this let it cast that thing?

Bwahahaha. That's a scary card. One of those mashups that's obvious from its name what it does, in a completely terrifying way. Like... Snapcaster Titan, maybe? Coat-of-Arms Changeling? Flametongue Sliver?
Cool. You'll want to give the other Slivers the ETB ability, though, otherwise only this one is exiling cards. "Slivers you control have "When this permanent enters the battlefield, ...""
I don't think anything other than Karn Liberated SHOULD restart the game.
...And this gets reshuffled and can get recast in that restarted game too?
I don't think restarting the game is something that should be done without also giving someone a way to break the symmetry like Karn does.

It's quite plausible that Wizards will at some point print a
drain spell (I guess they already did with Death Grasp). I kinda hope they don't - I'd like damage-and-lifegain to stay either 
or mono-
- but I suspect they will eventually. So yeah, I guess the first effect fits your hybrid aim. It's better now it says "tapped" rather than "attacking".
The second... I don't really know. It's got enough riders on it and the odd library location rather than destruction that I don't know quite where in the pie it is.
I acknowledge your concern over on Elemental Charm.
Call me old-fashioned, but it's not a charm. It's just a basic modal spell. Charms need 3 abilities, and this ain't it.
I actually saw these effects as things that could theoretically be either
or 
. Red's token copy effects are normally temporary, like Splinter Twin, but I thought with blue it could permanent. Green is so creature-focused it seemed like the second ability could make sense as

I know they aren't truly charms. The names are just whatever sprang to mind at the time. Maybe I'll add a third ability, but probably the name will just change.
Interestingly, my goal with the cycle is to have both options be something the primary color could theoretically do alone, which is stronger when combined with either of the other two colors. I saw both abilities as things that could be costed

That first ability is currently mono-white. If it didn't say "attacking" creature then it'd be either
