Cool. You'll want to give the other Slivers the ETB ability, though, otherwise only this one is exiling cards. "Slivers you control have "When this permanent enters the battlefield, ...""
Bwahahaha. That's a scary card. One of those mashups that's obvious from its name what it does, in a completely terrifying way. Like... Snapcaster Titan, maybe? Coat-of-Arms Changeling? Flametongue Sliver?

Nooo. At least, it shouldn't. Those two abilities should count as linked abilities, so the second would only be able to cast something exiled by the first.
BTW, making the first ability "As" rather than "When" doesn't work. For the same reason that Orb of Dreams doesn't ETBT itself, this Sliver wouldn't itself get to exile a card. I think it'd be fine to use "When" - Isochron Scepter did, after all.
A Snapcaster Titan sounds utterly terrifying. Yawgmoth's Agenda on a 6/6 stick? Why not?
