I'm not sure this card is working

I've never untapped it with canisters.

Because of the activation cost?

First it needs to be in your deck in order to untap it :P

The body is fairly mediocre compared to most bodies of splash colors. Blue seems actually fairly aggressive/tempo, so the mana investment while small is real. The real payoffs in blue are at four/five mana so you will seldom activate it on curve. The body on it isn't as defensive as others in blue so usually it gets the axe.

Would this be amazing as a 2/3?

Probably :P It probably wants to be a 1/4 or 0/5

I'm okay with making this a 1/4 or 0/5. Which is better, do you think? Let's go for the strongest one.
