Is this and Pioneer Researcher too low impact to make canisters work in green?

It depends on how good Canisters by themselves are. Rampant Growth isn't that amazing in Limited, yes, but this seems to have fun Constructed implications, so it might be worth printing. I could agree with Pioneer Researcher's power level being pushed up, though.

Can this get any land, so it compares less poorly to Cultivate?

I'd like that.
