I think the wording is a little clunky, but not a problem. Perhaps "Choose one -- tap a permanent for each artifact you control; or untap a permanent for each artifact you control".
Or alternatively, "Tap or untap X target permanent controlled by the same player where X is the number of artefacts you control."

Perhaps "Exile a sorcery card in defending player's graveyard: ~ can't be blocked this turn" if you want to keep the current stats, depending if this is better targetting players who EVER play sorceries, or players who play LOTS of sorceries.
I'd be happy to tone that down. Bladetusk Boar was fairly first-pickable, and this is less evasive (but slightly cheaper).

Well, on the one hand, I'm not particularly attached to this card. It was a hole-filling design for a common blue instant affiliated with artifacts. But on the other hand, I don't think the wording is a problem. What do others think?
Heh. I seem to remember that in Dwarf Week a few years back, Matt Cavotta argued that Dwarves should be white. I think white characters are allowed to have an angry temperament; compare with the Shadowmoor kithkin.
The abilities are straight off Forbidden Crypt, which I don't think was broken (even if it does evoke Yawgmoth's Agenda, which obviously was). If anything, this doesn't have quite enough going on to count as both an artifact and an enchantment.

Compare with Stronghold Discipline (the players half, sorcery) and Psychotic Haze (the creatures half, instant).

Yeah, I think this card needs to be junked and redesigned. I liked the idea of a land that could animate into two different types, but with trying to make the enchantment feel enchantment-y, it got overly wordy and fiddly. And it's also too strong in an irritating way: if you leave 3 mana up, you can counter anything that tries to hit one of your enchantments, and if you have 9 mana up, you can even do that while still letting this itself dodge creature and enchantment removal. Needs redesigning.

Yeah, this seemed like the right way to do this card, strong but not overpowered (as it were). A random 3/3 blocker would need 3RRR to let this survive, so it's only really scary in mono-red.
Correction to me last comment. This is Silvercoat Lion + Suntail Hawk, but less mana intensive. I think 1WW common would probably be fair.
