I know what you go for the as you cast the spell though, but i can't think of any example where they actually word it like that, it makes sense that you'd want to have the number of targets locked at that particular time, but aside from aether burst can you think of any example where they word it like that?

I think Aether Burst's and his cycle's wording "as you cast" is mostly there to make it clear that it doesnt count itself as being in the graveyard, in any case there have been effects like these before and they're mostly tap or untap up to x target permanents where x is the number of artifacts you control.

the only real problematic artifacts i can think if us cheating a bunch of thorn of amethyst/sphere of resistance onto the battlefield, although that doesnt sound all that broken for a tap ability on a creature. I really like this card.

I have a similar one on my cardset and i call it hostile terrain.
In general, I think I would consider Ambassador Oak more powerful than a vanilla 4/4 for 3G; the same logic applies here.

Hmm. Interesting point. I think it's good when big splashy rare spells are interactive, though. To take an extreme example, Coalition Victory would be far worse (as a design) if it had split second. The chance that people can intervene in response to stop you meeting the conditions adds interest, tension, and the potential for occasional good stories.
The instant by itself does nothing, why not change the "may reveal exactly five instants" to as an additional cost to pay reveal 5 instants or even exile 5 instants from your hand, and the effect being you may cast those instant cards without paying their mana costs, if you go with the exile zone this card gets better with your exile zone mechanics and other cards. All in all a good card, just think it should read as it does something every time you cast it, (if you leave it as it is you can cast it with no effect because of they "may" clause)
I could tie the ability to combat if I changed the payoff. But "cast a free card" is a nice, simple, powerful, WUBRG-y payoff. The only other similar one I can think of is "destroy a permanent", as on Reaper King. But there must be some others...
This card's activated ability used to not need the tap. I prefer enchantment cards to have something enchantment-y about them, and I prefer enchantment-y abilities to not have tap costs. Thing is, I didn't want people using this to just get a one-shot Fist of Suns, so I had the ETB effect instead be a weird "As ~ ETBs". I thought adding T to the ability would be a cunning way around that, but it does of course have the "fattie with a tap ability" problem, so you're right, I need to find a different solution. Trying to tie it to combat starts treading on the toes of Maelstrom Archangel. What to do...

If they're targeted (and it's really better if they are), then the X has to be "as you cast ~", because that number can change in response. See the wording of Aether Burst.
