The reminder text probably goes above the color-setting line. That brings the number of lines to six, even before wrapping, rendering this card unprintable even if the type box can somehow fit all of that. Does it really need the last ability, given that the mana ability is broken enough? In addition, you really want to use the tap abilities, but leaving the 5/5 body out of combat feels bad. I might recommend zero power instead, particularly given its flavor as a building. That said, if such a card has a home anywhere, it's here.
This card's activated ability used to not need the tap. I prefer enchantment cards to have something enchantment-y about them, and I prefer enchantment-y abilities to not have tap costs. Thing is, I didn't want people using this to just get a one-shot Fist of Suns, so I had the ETB effect instead be a weird "As ~ ETBs". I thought adding T to the ability would be a cunning way around that, but it does of course have the "fattie with a tap ability" problem, so you're right, I need to find a different solution. Trying to tie it to combat starts treading on the toes of Maelstrom Archangel. What to do...
I could tie the ability to combat if I changed the payoff. But "cast a free card" is a nice, simple, powerful, WUBRG-y payoff. The only other similar one I can think of is "destroy a permanent", as on Reaper King. But there must be some others...
I'm sure I commented on this on one of the other websites, but I can't remember where now. I didn't like that you have to pay for the card at all, because it makes it feel less land-drop-y although I admit that's probably inevitable.
It will always feel creature-y and land-y just from being played as a land and making mana, and being 5/5, so I guess it needs a static ability to feel like an artifact and enchantment. I'm not sure if it's possible to dissociate them.
One tweak would be to have the WUBRG ability trigger once per turn not at combat, although I'm not sure quite when.
I was definitely brainstorming original WUBRG abilities but didn't think of anything new.
OK, there are clearly problems with my current approach to the Artifact Creature Enchantment Land. I do feel it should be possible somehow though. The first several lines being taken up by mana cost and colour are a bit unpleasant. Maybe I should remove that bit entirely and make this more of a landlike land. I'll see what I can come up with.
Trying Statue of Eternity as a new ACEL design.
Might be a little late on the commenting, but have you thought about making its type just "Land" and then having somewhere in the text box: "This card is all permanent types at all times." or something to that effect? i.e. the 'changeling' ability?
