The mill is tough to gauge without testing. Those all allow creatures to tap with no mana investment, which makes this a bit different. Three however, was probably too much.
Reduced mill to 1.
The idea is to mostly avoid victory counters on nonpermanents because I don't feel like they're something that wants an element of surprise. I could be wrong, though. As of writing this, he only nonpermanent that grants victory counters is Winning Argument, which gives the opponent a choice.

See Hope Solidified. Gideon Jura is, of course, the reference for this ability appearing in white, though it always seemed a bit out-of-pie to me.
I wonder if this is too much.
I was always queezy about cards like Pistus Strike. Seemed too... simple? Obvious? If you had to work for it, it wouldn't bother me as much. Something like:


Instant
Target creature gets +4/+1 until end of turn. At the end of your turn, if that creature is on the battlefield, gain a victory counter.
Or something to that effect. You get the idea. The counter isn't guaranteed, and you're encouraged to work for it (though, this version technically doesn't. You could just play it on a clear board I suppose. Meh.)
I hope there'll be more than just that. Only three cards in a deck to make your two-drop not worse than Yoked Ox isn't great. Only three in the whole cube is much worse.
Of course, if there are also a bunch of one-off victory counter gainers, the equivalent of Pistus Strike, then the opponent won't know quite when to stop attacking onto this, making it much better.
This might just be because I've been doing a lot of for loops in Python recently, but what about your second suggestion, but with "At the beginning of each combat, for each creature with the chosen name, choose one - that creature attacks or blocks this turn if able; or that creature can't attack or block this turn."?
Thank you. Right now there's that, Immé's Challenge, and possibly Scepter of the Wild which are intended to either enable this or work well with it.
@Jack V: I agree that it's clunky, but I was attempting to include tokens, as you guessed.

I admit that the current wording isn't perfect or possibly even right, but I can't think of something that's not utterly clunky.
What about the template from Boros Battleshaper?
Oh, nice. It's a more interesting hoser than just "can't be cast", I like it.
"name a card or creature on the battlefield" is a bit clunky but I think is probably correct, since it lets you name either a creature card you expect to be played later or a token.
Unfortunately, I'm not sure if "you choose whether creatures with that name attack/block" works, if it was "attacks or blocks if able" it would be ok, but I think the rules don't work if different players choose for different creatures in the same attack.
Oh, cute, I like it. I'm not sure of the strength.
True-Name Tactician is a pretty good solution to that need, I'll give you that.

Hmm. Yeah. Drowner of Secrets lets creatures tap to mill 1, as does Hair-Strung Koto, but Phenax lets creatures mill for their toughness. 3 seems on the high side, especially for a
-cost artifact.

That's probably better. I know that mana abilities can't be countered. I was trying to conserve some space.
You can't actually counter mana abilities, since they don't use the stack. This reads clunky to me. Why not "Counter all activated and triggered abilities. For each ability etc. (Mana abilities can't be countered.)"?
