I'm unsure as to how many cards this should mill. Also, I'm unsure as to whether it belongs in a blue slot; clearly, it's useless without blue mana, but it's still a colorless artifact.

Hmm. Yeah. Drowner of Secrets lets creatures tap to mill 1, as does Hair-Strung Koto, but Phenax lets creatures mill for their toughness. 3 seems on the high side, especially for a {1} -cost artifact.

The mill is tough to gauge without testing. Those all allow creatures to tap with no mana investment, which makes this a bit different. Three however, was probably too much.
