Hopefully it's not too strong, as I don't think Act on Impulse is very strong. This is much better, obviously. Could be a strong finisher in a format like modern? By turn 5, if you haven't won, Musings -> Bolt -> Bolt deals something fierce.
Well... hmmm... Flame Slash only costs , and this card (without buyback) is clearly worse than Flame Slash. I agree that you got to be cautious with buyback, but this one might be fine.
Personally, when I'm costing a card with buyback, I like to think of the card as an enchantment with activated abilities, and then try to determine if that sounds fair. So in this case:
Crowdscorching
Enchantment
Uncommon
: Choose two target creatures. Crowdscroching deals 4 damage to one of them at random. Sorcery speed.
, Sacrifice ~: Choose two target creature. Crowdscorching deals 4 damage to one at random. Sorcery speed.
That ain't perfect, I know. The cost kinda messes with the head. But it seems like a reasonable enough enchantment to me.
Without the buyback it would be fine. If you're set on using buyback I think the cost might need to increase.

The "at random" clause hopefully makes this weaker, as you need at least two creatures to target and eventually one of them is going to be yours. If it's too powerful, I'll probably modify it to "choose target creature you control and target creature you don't control" or something.
Changed to be better removal. Hopefully the wording difference doesn't make it too complex.
Changed to looting to differentiate it a bit from the rare.
Related somewhat to Past in Flames and Anarchist, with the buyback flavor of Gamble. Snapcaster Mage effect in red?

Set of two mana rocks.
It's hard to balance this sort of effect.
Very much like the Spurnmage Advocate cycle, but much worse. Works very well in EDH, though?
Colorshifted version of Kinsbaile Balloonist.
Changed to be a bit less odd. Thassa's Emissary with upside and no bestow is cool, right?
Less toughness.
